one user gets often this error to his utorrent from the tracker after his is downloading a torrent, what does it mean?

it means his/her ip changed tell them to use there passkey
they can do so by going to there profile editprofile and selecting to use passkey then save.
from that point on all torrents well get a private passkey added to all local torrents.

at the edit profile I see only the "Reset Passkey" option..

do You see a passkey?
If not tick reset passkye and it well add it for you
you may not have had it set and set it later after install
So it did not give you one when you created your account.
