i'm working on setting up cgiirc as a replacement. i've gotten this error too. i decided to not mess around with it anymore and go with something thats not a resource hog. when i finish the replacement i'll post again here. and prolly throw it up in the hacks section
EDIT:: Ok the issue you're having is with ppl who coded it. they didnt code it right.
now my solution is to install cgiirc. on debian use apt-get install cgiirc. or you can compile it from source.
http://base_url/cgi-bin/cgiirc/irc.cgi
now it might take some finagling to get your httpd to work right.
